Background:
The India–Germany Platform for Investments in Renewable Energy (hereafter referred to as ‘Investment Platform’, established under the Green and Sustainable Development Partnership (GSDP) between India and Germany was jointly launched by MNRE and BMZ in September 2024, It has been established to foster collaboration between Indian and German (and others as needed) public and private stakeholders to facilitate renewable energy investments through targeted working groups on solar manufacturing, energy storage, wind, biogas, skills and R&D.
The Investment Platform shall support India’s goal of 500 GW of renewable energy capacity by 2030 and to integrate the nation into the global RE supply chain. It is aligned with India’s ‘Make and India and Make for the World’ initiatives and shall support India’s vision of Atmanirbhar Bharat (Self-Reliant India).
The Investment Platform is co-chaired by MNRE (Ministry of New and Renewable Energy) and BMZ (Federal Ministry of Economic Cooperation and Development)– that constitute the Steering Committee The Investment Platform has established specialized working groups (WGs) focused on each priority area. GIZ is the Secretariat of the Investment Platform. The Secretariat will be the primary coordinator, facilitator, communicator and record-keeper of all activities undertaken by the Investment Platform. A Facilitator and Knowledge Partner (FKP) shall support the Secretariat in the efficient functioning of each working group.
Objective:
The FKP will play a pivotal role in ensuring that the Working Group functions as a dynamic, result-oriented platform for investment facilitation, knowledge exchange, and technology collaboration. The FKP will be the key member of each WG providing strategic advice to the WG and the Secretariat in the implementation of the Investment Platform’s strategic plan and the operations of the WG in the priority areas of Solar Manufacturing and Energy Storage. Through this TOR, we are seeking to identify a contractor (agency, firm or a consortium of firms) that can carry out the tasks, assuming the important role of an FKP in two working groups established under the Investment Platform – Solar Manufacturing WG and Energy Storage WG.
Scope of Work:
The FKP will be the key member of each WG providing strategic advice to the WG and the Secretariat in the implementation of the Investment Platform’s strategic plan and the operations of the WG in the priority areas of Solar Manufacturing and Energy Storage. As the custodian of the ‘activity and engagement roadmap’ of the WG, the FKP as ‘Sector Driver’ will help shape policy recommendations for the Steering Committee and support in the Secretariat in performing key operational and functional tasks more effectively and efficiently.
